At a glance: ManCom migrated a federal independent agency to a FedRAMP-compliant Microsoft 365 GCC tenant, then audited and remediated a 149% Druva backup overage — tracing 1.64 TB of orphaned legacy snapshots to the pre-migration commercial tenant and restoring full contract compliance without impacting live data.
Engagement Overview
ManCom provided full managed IT services for the National Council on Disability (NCD), an independent federal agency advising the President and Congress on disability policy. The engagement encompassed a full Microsoft 365 GCC tenant migration and ongoing administration of NCD's cloud backup environment through Druva's Federal cloud platform.
M365 GCC Tenant Migration
ManCom executed NCD's migration from a commercial Microsoft 365 environment to a FedRAMP-compliant Government Community Cloud (GCC) tenant — a compliance requirement for federal agencies handling Controlled Unclassified Information. The migration covered the full Microsoft 365 workload stack including SharePoint Online, Exchange Online, OneDrive for Business, Microsoft Teams, and Microsoft 365 Groups, with the new tenant established at ncdgccaccount.sharepoint.com.
Backup Overage Discovery & Root Cause Analysis
Following migration, ManCom conducted a full audit of NCD's Druva backup environment after the account began generating active storage alerts. The audit revealed utilization at 149.94% of NCD's 2.441 TB contracted limit. Initial investigation ruled out live data growth — Exchange Online, OneDrive, SharePoint, Teams, and Groups across 28 active users totaled under 600 GB of live backup data. The overage was traced to two legacy SharePoint backup sets from NCD's pre-migration commercial tenant that had remained in Druva post-cutover: the root SharePoint site (919 GB, 274 daily snapshots) and the NCD Records Management System site (637 GB) — both disabled since December 2025 and never purged.
Remediation & Storage Recovery
ManCom coordinated authorization with NCD leadership, confirmed no records retention or legal hold requirements applied to the legacy data, and removed both backup sets — recovering 1.64 TB of storage and bringing utilization from 149% down to approximately 55% of contract.
Preserve License Audit
A secondary audit identified a Druva Preserve license overage — 9 users consuming licenses against an allocation of 2. ManCom enumerated all preserved accounts and identified 6 non-qualifying users (interns, contractors, practicum staff) for NCD to review and release, rightsizing the license allocation without impacting legitimate legal hold requirements.
